*Confederation Against the Unseasonal Wearing of Shorts*

Too long have people tread down the streets in the frigid months, their legs an unpleasant sight...all the hair is just, unsightly.

Therefore I propose we form into a confederation, and infringe individual rights, by enforcing an act too prevent shorts from being worn during the months of November and December.

Regions are different, though if you're a Saudi Arabian, and it is 104 degrees outside during said time, feel free too enforce the LAW.

Regions I recommend, Northern USA, All of Canada, and Scotland, along with Ireland....And Scandinavia and Russia.

Too join simply state how much it pisses you off too see some 60 year old guy walking down the street, with his furry legs all exposed and whatnot, while submitting an application.

The LAW will be enforced by means of members striking all offenders repeatedly in the lower extremities, with a blunt object...say a baseball bat, or golf club.
