Gerald Ford, in his funeral, was called the 38th president of the united states. Now, if you count GWB as the 43rd president, as most people think, this is true. However, this would be counting Grover Cleveland twice, as many people do as he did not serve consecutive terms.

because the number represents the Change of the President, not the number of terms total. Had Grover Cleveland served two consecutive terms then he would be counted once since there was no change in the President. but since Benjamin Harris became the 23rd President, Clevelands Second Term was as the 24th President since there was a change in the Presidency.
