Does anybody have any ideas for a good unexpensive meeting for a youth club? I'm the programme secretary but right now I'm out of ideas.

I am not really sure what a youth club is

do you have a specific place that you meet for meetings? like a church basement or something? if so you could do a scavenger hunt (well, maybe, I don't know what transportation is like where you are)

you could go bowling or something, a lot of times you can get a group discount, esp. if you tell them you are trying to keep kids out of trouble.

Orgies are pretty cheap. All you need is a whole lot of condoms.

A meeting or an activity?

If it's a meeting you could use a church basement or a school gym, but if it's an activity then you could try roller-skating or bowling or something....

Well, the most fun youth club get togethers I had were by far the cheapest. The best ones have been treasure hunts/races against other teams. Any competition, particularly if it's males versus females is always good for a laugh. One night we got a sheet full of clues and we had to go around the local village in cars (driven by youth leaders) and fill out the answers. For example, "What is the colour of the flag outside such and such a place?", "How much does ____ cost in ____ Store?" to more complex clues like anagrams. Of course that requires a bit of preparation.
Another night we were split into groups and were given digital cameras (borrowed, obviously) and a sheet full of captions/titles that you had to take pictures for.
The best one, though, was when we had to go around measuring certain things with a banana. We had to measure the height of a bus stop, statue, perimeter of a fountain, the height of a MacDonalds counter, and the length of a 60 metre+ bridge in bananas. Of course we weren't tall enough for some of the tasks so we had to ask for other people's help. Security guards were often very helpful. And we had to find the best thing we possibly could with €2 coin; despite the fact that 99% of the shops were closed. The prize was just sweets, but participating in the task itself was the real fun. All that was required was a few coins, some sweets and bananas. We had very creative Youth Leaders as you can see...
