Basically, the U.S. knew that Japan was going to bomb Pearl Harbor, so they sent a bunch of warships out to sea and let Japan attack so they could enter WWII.

considering that Pearl Harbor held all of the fuel for the Pacific fleet, and the majority of the Pacific Fleet was at Pearl Harbor when the attack came,

the US was shooting themselves in the foot and entering a navel contest at half strength at best.
