A threatened species is one likely to become endanged. An endangered species already is.

There are conservation 'levels' determining how close to extinction a species is. Endangered is a level closer to extinction than threatoned is.

Well, he does make at least one good point: Bush has had a notoriously bad record on the environment. Not too surprising to see him want to salvage his image at least a little bit.

This is of course presuming that it is Bush himself responsible for this. Considering his apparent divorce from reality, it is much more probably his associates that are trying to save face for the entire administration than Bush for himself.
