Than Shwe is notorious for his use of astrological predictions to formulate some of his policy. It is rumoured that an astrological prediction was the reason that the national capital was moved from Yangon to Naypyidaw, Pyinmana Township, Mandalay Division in late 2005.

I was under the impression that it's an autonomous republic within the Russian Federation, as Ukraine and Belarus were autonomous republics within the USSR.

In any case, I'll be curious to see how the next leader is decided. Post-Soviet Turkmenistan has never known any other leader than Niyazov.
