So, do you think this is a good idea or a bad idea? On the positive side, they do have the military experience that is desperatly needed in the Iraq military. On the negative side, it could give them the opportunity to pull off a coup and return the Bath Party to power.

Iraq's Shi'ite prime minister called on Saturday for the return of all officers of Saddam Hussein's disbanded army in a political overture to disaffected Sunni Arabs aimed at reducing sectarian violence. SNIP "The new Iraqi army is opening the door to former Iraqi army officers. Those who do not come back will be given pensions," Maliki said, in remarks in which he also told leaders to embrace reconciliation as a "safety net from death and destruction."

Iraq got into the civil war all because of DeBaathification- which ignored the fact that membership in the party was a mandatory requirement for the better jobs- and the near-total destruction of its infrastructures. This is at best a single patch in a rubber raft full of holes.
But it's a start.

doesn't seem organized enough a better description would be anarchy IMHO (then again that would be a tad of an overestimate)
