Go to the region page, select "Move to a new region" and then "create a new region".
And BTW: As my maths teacher put it: There are no dumb questions! Only dumb people.

In your current region there should be a link on the region page "tired of life in <wherever>? Then move to a new region!" Click that and theres a "create a new region" link.
Gameplay forum is for questions like this. General is for OOC debating and things.

Okay! First you need a divine vision, or better: claim to be god's son/avatar (in the Hindu sense), then spread it in the New Age movements, post about it on the net, try to get people who actually believe in it and then continue to spread it.
