I need to receive the Military spending issue so I can start military spending for Koramerica. When I started Koramerica I decided not have military spending in the beginning thinking I could change it later. But the issue has never came back up. Is it possible to send me this issue so I can change my economic review?

We can't send you issues. The issues you get are partly random so you'll just have to wait.

I had this problem for a little bit. It helps if you have static [set] RP statistics that don't change.
