Why is it when the Israelis retaliate for a terrorist attack by their enemies the world holds Israel at fault. Personally, I think their retaliation should be much stronger.

The world isn't protesting the fact that Israel is retaliating, their protestig the means by which they retaliate. This usually involves mass collective punishment, random bombing, bombing power stations and other utilities, apartheid like discrimination.

Personally, I think Israel's retaliations shouldn't be stronger, they should be smarter, actually damaging entire terrorist organizations instead of punishing the entire nation that the terrorist reside in.

Lack of a proportional response.

Civillian deaths due to

misfires
intentional killings / communal punishment (unofficial of course)
collateral damage
the use of human shields by their enemies

And the general civilian suffering caused by the armed response.

What would retaliation achieve?

Why is it that the same people who supported apartheid in the 1980s support Israel unquestionably now?

Why did the right-wing only start to support the rights of Jews when the latter got land, guns and power?
