All necessary resources lack in Sub-Saharan Africa? If not, which ones? Compare it to Europe please.
And what's competitive Political climate? You mean Africans were competing with each other too much before Europeans colonized them?

Completive Political Climate basically means what it says. Here's an example: Let's say Columbus lived in China instead of Europe. He goes and asks the Emperor of China to fund a voyage across the Atlantic in hopes of landing in Europe, but the Emperor turns him down. Well, that would’ve been the end of the story. He wouldn't have had anyone else to go to. Now look at what really happened. He first went to the Portuguese and they turned them down. Then he goes to the Spanish and they agree to fund him. Even if the Spanish hadn't been able to fund him, he could've easily gone to one of the Italian states, France, or maybe even the Netherlands. Well, that’s assuming those nations could get him ships of the same caliber as the Portuguese and Spanish ships. Political Climate applies more to China, India, and the Middle-East, and less to Sub-Sahara Africa and South America.

Sub-Sahara has tons of mineral resources, oil, and other goods suited for industrial production. But it lacks one essential resource: Large amounts of "farming" animals; particularly cows and horses. Without those it was very hard for the Sub-Saharans to expand the division of labor and build up capital.
