Kirk: Sulu, what do you make of that distortion?
Sulu: It appears to be an energy surge Sir.
Kirk: Enough energy to hide a ship?
Sulu: A cloaking device!
Kirk: Red alert! Shields up! Stand by on torpedoes Mr. Scott.

So that means it's not cloaking per se. At least not of the kind you see in sci-fi shows.
