Scares the shit into people, and less police casualties.

Provokes some sort of people, more civilian casualties.
Lenient, human, bend the rules people who are in normal gear.

When I was a kid, one of the local supermarkets had a ticket machine at the butchers' counter. You took a number, when it was called it was your turn to be served.
I've often wondered why we don't run the Police like that; instead of all those officers manning speed-cameras and filling in paperwork, put a ticket machine on the front desk so you can go in and get a crime number.
Why? Because giving you a crime number to give to the insurance company is the only fucking use the British Police Force has.

I totaly agree. The only real advantage of their police is that they can hold a suspect for extended periods, not just an hour or so.

Because fear is the ultimate crime prevention method. If people are too terrified to comite(Spelling?) Then they sure as hell won't even think about it. Now, to be fair, this is the same method that Vlad the Impaler used, but, as cruel as he was, it worked perfectly. Hell, to this day people are acutaly cheering his name for doing it! So, we can't get people to like or respect the cops so the next best thing is too make them afraid.

Who cares about community relations? No one respect cops anyway. Make them scarier and they won't need to worry about community relations. You are right on the equipment slowing them down though.

In america you actualy need to be 21 and have ID. Cops don't have to ask age, you can cough up ID and your jolly we'll screwed. And, what the hell does you and your friends doing something stupid and a coip asking age have to do with anything?

When did I say that I don't respect cops? I like cops and I don't know why anybody wouldn't. Sure there are those who abuse their authority or are in some other way corrupt, but that can't be all of them. And I say nobody respects cops because lets face it, no one does. You hear it all the time her in America, the usual is. "Fuckin' PO PO's. Daym POlice. PIGS." Plenty of others where those came from. But no once you hear praise for the boys in blue. Hell people even put there lives undeneath those of drug dealers and murderers. You hear that when one cop kicks tackles some guy when he tries to run away, but you hear nothing when dealers pop a cops head off his shoulders with a shotgun.

Where I am, there are more people that respect them, than there are people that don't.
" "They do a good job" shabbaz" is not necessarily a "shabbaz". More often than not, the good jobs public servants do, are never reported. On a community/local level, such public servants are welcomed for the most part.

It really, really is not. Stongly internalized moral/ethical beliefs are actually much better at preventing folks from behaving badly than any external motivation. The best weapon against crime is the people's own minds.

That is true, especial here in AMerica, there are cases of cops busting down criminals every day yet all you hear is the trial and never the cops that caught him.

It would require intensive and comprehensive education programs in which the level of parental involvement was very high. Well, if you want to do it ethically.
Unethically, brainwashing works very well on most people. And often they don't even know they've been brainwashed.

the police exist not just to make war against criminals. They exist to keep the peace. If police were just enforcers of the law, they would all be like judge Dredd, everything designed with no purpose beyond bringing criminals down. The police need to be able to patroll neighborhoods, calmly go into public buildings, and interact with people in a civilized manner. They don't just enforce the law, they also keep order, and make sure that people either get along or get out of each others way.
the police should make the populous nervous (thinking "Oh, I hope I'm not speeding or doing something else wrong") Not fearful. If the people come to fear the police, then the police become their enemy, and keeping the peace, enforcing the law, those become much harder to do.
