For anyone who doesn't know, and can't read my location, I'm here in Osaka, working for a English teaching business.
Every year on the Saturday before Halloween, for somne 15 years now, there's been a party on the commuter train loop line around Osaka. Several hundred people of multiple nationalities show up and throw an insane chaotic party involving lots of drinking, running around, and generally acting stupid. It's good fun all around.

Every month, the company send out a bulletin. This month's bulletin included the following note:
Loop Line Party
October is the time for Halloween parties and, once again, the Osaka Loop Line Party will take place at the end of the month. For those who’ve attended in previous years, you’ll know that it’s a fairly boisterous event that gets bigger every year. What you may not know is that, due to increasing public scrutiny, police and JR security officials intend to more strictly enforce codes of public behaviour at this year’s event. Believe it or not, as the party is popular among the foreign community, the Osaka City Police Department recently visited local XXX schools and sent a letter of warning to the company emphasising this point. Event participants are being asked to “stay calm” and “remain orderly” while in public space. While somewhat amusing we thought you should know nonetheless. If you do attend the event, please be aware of increased police presence and know that they intend to show little tolerance for violations of public order.
