While driving to work; I saw a carbecue on the side of the freeway.

I figured I would call 911(that's the emergency number for those that don't know).

On hold for 15 minutes and gave up.

I have called on car incidents in the past and have always gotten through right away.

Tax cuts or just simply dumb luck?

Depends. Sometimes it's cutbacks, sometimes it's just gross negligence or incompetence. That seems to be the story coming out of Tennessee starring, you guessed it, the Republican Senate nominee, Tom Corker.
