Inconvenient Truths

There is still much talk of a clear and present danger to the US and UK.
In the last year the US government has been caught carrying out several illegal operations and the UK government has tried to bypass democracy and introduce a law giving total executive power to the PM, unfettered by current restrictions or past laws. Each case was appraently justified by the need to combat the growing threat of terrorism.
If the threat is so real and urgent, why haven't there been more attacks?
No offence to the various security services involved but there is no way they can have stifled a concerted campaign against the West. Even before the advent of suicide bombers (which even the IDF failed to eradicate) countries were highly vulnerable to terrorist action.
All the plots that I have heard of being foiled all involve incredibly complicated plans which necessitate a great deal of organisation. Surely the terrorists have thought about doing things more simply? They seemed to have reached that conclusion in Iraq, Afghanistan, Israel, Indonesia, etc, which is where the terrorists we apparently need to sacrifice our liberties to stop are trained.
There is certainly a threat to national security. But is it the threat that our governments make it out to be?
