One of the main complains about Oblivion on its release was its difficulty setting. Summarized, Oblivion is populated ONLY by monsters you are capable of killing at whatever your level was and likewise, you could only get loot that suited your level.
Many people disliked this, as there was minimal risk involved in dungeon diving, and all the phat lewt o' doomz was pretty generic.

Basically, this is a giant modification that not only removes the above, but adds TONS of items and features to the game, a full listing is pretty much impossible, but the readme on the OOO website gives a pretty good idea.
I got bored with Oblivion in a few weeks, it simply didnt have the same snap as Morrowind (which I still play) did. it may not have been a 'wax museum', but the dugeons sucked.
OOO adds some serious charecter. I was amazed, honestly. When I wandered into a mine looking for a Goblin clan and, instead, found a bunch of Amazons. The dungeon was cool, but some details are what really made it great. Like the piles of dead men on the lowest level.
The new faction system is fun as well. For instance, if you do certain quests, animals will start to befriend you, and may even fight FOR you instead of attacking you like they usually do. It is sometimes amusing to enter a dungeon and watch all hell break loose as all the animals turn on each other :P
Of course, there are some annoyances, like the Frost Titans (one of the strongest enemies in the game) who spawn outside of Bruma's West Gate. If you happen to see dead bandits and deer lying around, RUN AWAY. Frost Titans can kill most people from level 1-5 in one or two hits AND they run faster than you.
However, you will no longer have to spend a minute hacking away at rats to kill them. Rats stay weak, and can be killed in one hit, often.

This mod made me love Oblivion as much as Morrowind, dungeons no longer were simple level/loot mechanisms, they were FUN, finding the Bandit King's hideout was interesting, and several 'quest starters' that Bethesda didnt finish have been touched up.

So, if you have Oblivion, DOWNLOAD THIS MOD.

Also, if you plan on running OOO, make sure to turn off other gameplay modifications first, and you can dispense with most of your weapon/armour mods as well since theyre included.
Once youve run OOO once you can start turning your gameplay mods back on a few at a time to check for glitches.
OOO doesnt have any house mods, but it adds non-item eating chests to the guilds. So keep your house mods :)
