When he said that, 50 years ago, he might have been right. But today, war is too important to be left to politicians. They have neither the time, the training, nor the inclination for strategic thought.

Evidently, Weldon wants to pass a bill that will remove the ability of the President, or even Congress, or Rumsfeld to say when the troops come home from Iraq. He's going to try to "depoliticize" it by putting the decision solely in the hands of the commanders in theater. When they say it's done, they all come home.
