Maybe he did, maybe he didn't. The ramp he struck is kid of slanted so he could have hit his balls. Espcially if they're low hangers. :p

Dude, I've taken hits to the balls, and slammed my tailbone a few times. A hard hit to the nuts, and I have to limp for a few minutes, but it mostly just feels like something is clenching down on my kidneys... Painful, but not disabling, and its kinda funny when your friends are around.
A hard hit to the tailbone, and I go blind, can't move for a half hour, wish I was dead... etc.

And looking at the video... yeah, he probably smacked 'em against the ramp, but it wouldn't have crushed 'em... I don't think.

And please...don't use the 8 instead of the at in Skater. Most of us skateboarders think it's stupid, and some poser probably came up with it.
