Lenin, because he created the USSR, flawed as it was. Stalin just purged it a few times and probably contributed a fair bit to its demise. EDIT: And JianGuo, I very much hope that you just want the power, without the mass killings. Because Stalin was literally the most depraved human being to ever walk the earth, if you can determine such with body counts.
