Rikku would come second... but while the personality makes her really cool... it also kicks in the whole "big brother" instict set for some weird reason [despite her almost invariably being the strongest of the three girls in X-2]

Mission from Knights of the Old Republic would be up there... but one really has to wonder. all we know about her age is that she's "not much younger than [bastila]" and significantly shorter than all other crew members 'cept the T- [number] droid.

some of the dynasty warriors chicks are pretty hot in some of their incarnations [i think 4 or 5 for Sun Shang Xiang, Kessen 2 for diao chan (though one has to wonder how she doesn't break in half or something.. oy..) errr... not five for the Qiao sisters (they look like ten year olds) and so on]

oh, and on a somewhat related not, Lu Ling Qi [i think that's right] from Dynasty tactics 2.
