I've never heard of behavior like that. If it's true, that whole neighborhood is screwed. What could cause people to act that way and what can be done about it?

I was thinking rehabilitation rather than just wiping them out. Too bad we can't split up the neighborhood and move each family to a different community where people don't act that way. Many will learn to behave like the residents of the healthier communities they move to, and the rest will be isolated and easier for the police to find and the courts to imprison.
