Has anyone ever heard of an Executive Order #2 supposedly signed by Abraham Lincoln and supposedly giving him martial law and supposedly renewed by every US president ever since?

I was asking. Some guy I met recently told me about this.
Thus supposedly every time Bush or whichever president does something blatantly unconstitutional the executive then comes back and says what they did was not illegal. This according to the guy I met was because technically it was not. Executive Order #2 supposedly allows this and has
been renewed by every president since Lincoln.
Supposedly.
So now I was trying to find out if there is any truth to this tale.

It would not floor me to find out that this is true. Quite frankly, America seems to have a few tricks up its sleeve to get around the nasty democratic system. :p

I was just wondering.
Lincoln would have issued EO #2, as the numbering system was started around 1900, and was retroactive to 1862. I am looking for the text, and will post it if and when I can find it. That should conclude this question.

As far as I can determine, this is Executive Order #2:
Executive Order
February 18th, 1862
THE PRESIDENT'S THANKS TO THE FORCES THAT CAPTURED FORT HENRY AND ROANOKE ISLAND
The President, Commander in Chief of the Army and Navy, returns thanks to Brigadier-General Burnside and Flag-Officer Goldsborough, and to Brigadier-General Grant and Flag-Officer Foote, and the land and naval forces under their respective commands, for their gallant achievements in the capture of Fort Henry and at Roanoke Island. While it will be no ordinary pleasure for him to acknowledge and reward in a becoming manner the valor of the living, he also recognizes his duty to pay fitting honor to the memory of the gallant dead. The charge at Roanoke Island, like the bayonet charge at Mill Springs, proves that the close grapple and sharp steel of loyal and patriotic soldiers must always put rebels and traitors to flight.
The late achievements of the Navy show that the flag of the Union, once borne in proud glory around the world by naval heroes, will soon again float over every rebel city and stronghold, and that it shall forever be honored and respected as the emblem of liberty and union in every land and upon every sea.

OK. It says it is an order, but what is it ordering. There is no action or restriction of action referred to in the document. It appears to be more a commendation than an order.
