Do you want to make sprites to be used in an Advance Wars mod or do you want to rip sprites from the game to be used in other ways?
The latter can be done the simple way by simply taking screenshots and doing a little picture manipulation. If you know a little about the underlying structure of the game and have a hex editor handy, I suppose you could take the sprites straight from the game data by loading up the rom, getting to a certain point where a sprite similar to the one you're looking for is displayed and following the memory references, then analysing those addresses and the ones near it with your emulator/debugger, but that's a little more complex.

A program for viewing and editing files in hexadecimal form, rather than as text, a word doc, whatever. Useful for hacking executables, or files that don't have a specific viewer, as it lets you get at the raw data.
