He's already played a Russian* (Lativan but thats nit picking) and an Irishman without changing his accent- how about a Scottish Iranian one? I'd say he'd pull it off, while making Kh. look like awl fuzzy wuzzy.

The problem with Saddam is that he isn't "evil" looking. Even Osama doesn't have the "look".
Khomeini, on the other hand, has that "evil look".
Good thing we have Connery around, because there are probably fifty or so in Central Casting who look like that.

saddam looks like an abusive drunken stepfather. osama looks like a delivery boy.

knomeini wins hands down, but if there was a contest for best hat napoleon bender would win.
