I don't believe that Bush is "compassionate" or "conservative". I have felt that way for quite some time. He seems to have a reverse Midas Touch and I think that the only passion he has, is for power and supporting his base.

He lost any claim to being compasionate the moment he ridiculed Karla Faye Tucker in the Tucker Carlson interview. Any man who can mock a condemned prisoner's plea for leaniency has no compassion.

Although the term is a bit overused, (http://en.wikipedia.org/wiki/Neoconservative) Bush is still a form of conservative. Buckley has undoubtedly concluded [as has anyone else with two neurons to rub together for warmth] that Bush is not a Paleoconservative, nor is he any sort of embodiment of what Republicanism has professed to stand for in the last 20 years.
When the Soviet Union fell, Neoconservatism lost the boogieman it so badly needs. When September 11th came around, a new boogieman was born and Neconservatism flew out of the woodwork again. Hooray.

William F. Buckley, Jr. is one of the most famous political comenmators in the US. Among his most outstanding accomplishments was the founding of the National Review, an important conservative political magazine.

Bill Buckley concluded this a good bit ago. It is perhaps to the discredit of the Republican Party faithful they haven't really bothered listening to Buckley for a while. The neocons do not trust elitists, ours or their own and if William F. Buckley, Jr isn't a highly educated elite then I'm mad as a hatter.
Heck, just read Francis Fukiyama, he is a reformed neo-con, kind of...sort of. He also fell off the Bush bandwagon a good bit ago.
