The Syrian embassy said it was offering "safe haven" to Americans and other citizens wishing to flee Lebanon, where nearly 200 civilians have been killed during a massive Israeli military bombardment.

Oh its a great move. It puts pressure on the nations who wish to attack them, especially since the refugees are from said nations.

Well, you have to admit, it's a good move. They gain some international reputation, get some pro-humanity bonus points from the UN and get to flame Israel in the process.
If Syria plays its cards right, they stand to gain quite a lot. The Bush Administration's policy has been to isolate them but if they can come out of this looking like the advocates of peace in the region, the Syrians will have a new role and an important one.
