It looks like it's either an anti-racism ad campaign of sorts, or somebody photoshopped a different text onto the sign, or it's photoshopped altogether. Why would the black guy be wearing dress pants but no shirt? In the subway, to boot?
Also, those skin heads totally don't look like "real" skinheads - not dumb and vacant enough, really.

It doesn't exactly blow me away, which is probably because of the logical error in the skinheads being the ones holding the sign with that slogan. If it were a classical neo nazi slogan that could be turned against them, it would work, but in this case, it doesn't really make sense.

Skinheads are idiots because they need to have their silly uniform.

However - as I pointed out above, I think that ad doesn't really work. I mean, yeah, it probably gets the point across that skinheads are idiots (hello, newsflash!) but it does so in a rather awkward fashion, IMO.

It probably would work if their style of clothing were the be-all and end-all of what there is to neo nazis, but alas, that isn't so.

Plus, like I said, the fact that the guy himself is holding that sign is illogical in this case, and I also think it's ridiculous to counter the two grumpy skinhead guys with the carefree black model sans shirt.
But then again, I'm a stickler for at least some semblance of sense in an advertisement, so maybe it's just me.

They are from the same military unit, on leave. Since they didn't have to wear their uniforms, one of them failed to wear a shirt. This prevented them from attending some unknown function, hence his mates ridicule.

So, what does the sign lead us to think about? Uniforms.

What are the skinheads wearing? Militaria.

Are they forced to wear them? Nope, they do so by choice.

Thus we are lead to believe that the point isn't one of selling clothing or similar accoutrements, instead it is an attack on militarism.

Going back to the photoshopping: seems to me like aside from the text on the sign, the chap on the right has been added to the picture, thus we have an anti-racist juxtaposition.

It is also inescapable these days to see the word 'idiot' in the political arena without linking it to GWB ('somewhere in Texas a village...' etc.). So, anti-US government too.

So, anti-racist, anti-Bush and anti-military... would we be looking at an attack on the War On Terror and the activities of the Coalition here?

The central figure appears to be mainly lit from in front, and also behind, whereas the chap on the left looks like he is lit from the right, and the chap on the right is lit from above and the left.

Not that such conditions would be impossible in an unmanipulated photo, but it looks tweaked to me.

So, most rebellion consists of conforming to a standard outside the generally accepted one. It's still conformity. No one is really thinking independently.
