Another would be to consider the immense damages superheros usually cause when fighting crime.

Suggestion:
Post your idea in the UN forum rather than submitting it.
I doubt this issue will fly simply because NS UN tries to emulate the real UN, and NS World the real world.

Perhaps instead of superheros you could be more general, and go with vigilanties (of which superheros are a form). Those do exist, like batman. :p

Spandex ... don't you think Spandex should be licensed? I mean, there are people who should not be allowed to wear Spandex. I myself ... well, let's just say I still shudder when I pass that mirror I caught a glimpse of myself in one day not too long ago.
