Should the CSA be scrapped?

For the colonial types out there, the CSA is not the Confederacy but the Child Support Agency, a reviled branch of the British Civil Service.

I propose that the CSA should be scrapped. Why?

The CSA was intended to target those men (note the sexist connotation already) that do not pay for the upkeep of their children with which they don't live either legitimate or illegitimate.

I say it has failed in this as it did not target those men but went for those who were already paying child support and illegally raised the level of child support, over-ruling court orders. Even when this practice was stopped they refused to refund the overpayments.

If a woman is on benefits the CSA automatically chases the father of the children to get payment but this is not passed onto the mother but is reatined by the CSA. Is this not a tax on failed relationships? This does not help the children as all it does is impoverish the father without benefit to the children.

Fact- it costs more to run than it collects thus typifying an inefficient system.

TO add fairness I will also have the option reform the CSA but if you vote for this state the reforms required. ;)

BTW- I told the CSA to GTF when they tried it on with me as my divorce settlement states that there is to be no alimony.

I have heard in the media, reports of departing staff speaking of computer systems so b0rked, they spend their time 'passing the time', falsifying progress reports and keeping cases on hold longer and longer, using all sorts of excuses (or just plain 'losing' paperwork) to avoid having to admit that little of it can be processed. The backlog of remedial work involving life-ruining errors keeps piling up because no-one is handling it. Morale had apparently been at rock-bottom for several years prior to the agency being condemned as unfit for purpose over a year ago.

Put simply, the CSA is an office full of internet surfers who do not have access to their IN trays. Sack everyone, seal the buildings and commence an Enron-style audit even if it takes years. :mad:

Scrap it, not only does it not work, what it tries to do is wrong anyway. facilitating the transfer of money from absent fathers to their kids mothers should be their job, not just taking the money, and certainly not just taking money the fathers would otherwise give to the mother. if the guy wasnt paying anyway, the mother gains nothing, and if he was, she gets screwed over.

That is why I put the explanation of the abortion that is the CSA in the first paragraph. :p

I see the people who voted for changing it have not put in what changes should be made to make it work.

The CSA is a nightmare, its IT system is a well documented nightmare, the repercussions of their persecution of men (and I have yet to hear of a serious problem with a woman) are a nightmare.

Costs more to run than the minor good it occasionally does achieve. Ruins lives, eats up funds which should go to the dependents etc etc etc etc etc.

Hell you know all this from the stuff that appears in the press and in particular Private Eye and the IT specialist press.

Bin it before we have any more suicides.

@OP: Personally I think it should be scrapped. It seems too bloated and bdly run to do any good anymore.

In the US (or at least my state), child support is often enforced in the beginning, without the parents being able to sit down and talk about it. If it only went after ‘deadbeat dads’ it would be far more acceptable. I don’t know how the CSA works, but here a father is charged an outrageous sum and, if the mother is lucky, she will receive about a third of it.

If there are cases where the mother is in need of financial support from the father, they should be able to work out an agreement (with an unbiased arbiter if necessary) without the threat of prison if the father raises the slightest disagreement. A negotiated settlement can be worked out and a contract signed. This can then be enforced by the courts in the same manner as any other contract – you do not need a horrific government agency to come in and ruin people’s lives because they are inefficient and unwilling to do anything.
