NEW YORK - Five leading online service providers will jointly build a database of child-pornography images and develop other tools to help network operators and law enforcement better prevent distribution of the images.

The companies pledged $1 million among them Tuesday to set up a technology coalition as part of the National Center for Missing and Exploited Children. They aim to create the database by year's end, though many details remain unsettled.

The participating companies are Time Warner Inc.'s AOL, Yahoo Inc. (Nasdaq:YHOO - news), Microsoft Corp., EarthLink Inc. and United Online Inc., the company behind NetZero and Juno.

Ernie Allen, the chief executive of the missing children's center, noted that the Internet companies already possess many technologies to help protect users from threats such as viruses and e-mail "phishing" scams. "There's nothing more insidious and inappropriate" than child pornography, he said.

The announcement comes as the U.S. government is pressuring service providers to do more to help combat child pornography. Top law enforcement officials have told Internet companies they must retain customer records longer to help in such cases and have suggested seeking legislation to require it.

AOL chief counsel John Ryan said the coalition was partly a response to Attorney General Alberto R. Gonzales' April speech identifying increases in child-porn cases and chiding the Internet industry for not doing more about them.

The creation of the technology coalition does not directly address the preservation of records but could demonstrate the industry's willingness to cooperate.

Plans call for the missing children's center to collect known child-porn images and create a unique mathematical signature for each one based on a common formula. Each participating company would scan its users' images for matches.

AOL, for instance, plans to check e-mail attachments that are already being scanned for viruses. If child porn is detected, AOL would refer the case to the missing-children's center for further investigation, as service providers are required to do under federal law.

Each company will set its own procedures on how it uses the database, but executives say the partnership will let companies exchange their best ideas — ultimately developing tools for preventing child-porn distribution instead of simply catching violations.

"When we pool together all our collective know-how and technical tools, we hope to come up with something more comprehensive along the lines of preventative" measures, said Tim Cranton, Microsoft's director of Internet safety enforcement programs.

Ryan said that although AOL will initially focus on scanning e-mail attachments, the goal is to ultimately develop techniques for checking other distribution techniques as well, such as instant messaging or Web uploads.

Representatives will begin meeting next month to evaluate their technologies, determining, for instance, whether cropping an image would change its signature and hinder comparisons. Also to be discussed are ways to ensure that customers' privacy is protected. Authorities still would need subpoenas to get identifying information on violators.

The companies involved said they are talking with other service providers about joining. But companies that do not participate still are required by law to report any suspected child-porn images, and many already have their own techniques for monitoring and identifying them.

Kiddy porners don't tend to store them on public servers. One of the reasons for the growth of the USB memory sticks. Carry your crap and hide it pretty well.

You know, when I surfed for porn in the past, stuff like child porn, incest porn, animated child porn and bestiality popped up so rarely, and could quickly be closed before my poor mind was seared with their horrible images. Now, these things just assail you with their vileness. Well, not the real child porn I think...but some nasty incest 'art' featuring children popped up when I was googling Totally Spies porn...don't ask, I was curious...anyway, I just about puked, and it had me wondering...how is that shit in any way legal? Not to mention the rape porn...some of it clearly states that it is roleplaying and claims that all models names are on file...but some is so damn disturbing...and then there is the 'bondage porn' that is actually just torture/rape porn...these sites pop up all the time now...it's turning me off porn period. Sickness.

I actually had a project to look for kiddy porn back in the days when people were still screaming OH MY GAWD KIDDY PORN ON THE NET?!?!?!

It was a risk analysis for the company getting hit with a kiddy porn charge.

I hit about 200-300 sites. Found one qustionable picture.

End result: Porn during business time was a nono. Too bad a few of the execs didn't follow their own policy.

I know of one guy that turned a company exec into the FBI for kiddy porn. He asked us if he should talk to his HR department and we told him HELL NO!

A company officer storing that crap on company computers? You might as well close the doors.

Thankfully at least, the pop ups are usualy portals into other sites, so unless you actually click on the various disgusting offers, you don't enter the actual porn site. I think.

Quite frankly, I'm porned out. It's just overload. Too much. Nothing taboo, nothing titilating...just nasty, out there, and in some cases, puke-inducing...bah humbug.

Not that it really matters as said fiancee doesn't know how to recover files, but better safe than sorry.

I have never actively searched for kiddie porn. I think most of it still gets traded 'peer to peer'...scumbag to scumbag...but all of a sudden I've noticed a tonne of this animated, or drawn porn...not hentai (which I have just recently seen...ewwww)...but nasty incest shit, one portal which quite obviously involved a child. So it's imaginary, it's not a real picture...but it's still fucking disgusting...is that stuff not regulated at all, becaus it's 'art'? *gags*

They wrote a bill (It failed) that made the depiction of any child, real or not, in a state of undress to be illegal. Said bill also included a provision that would have included any depiction of an adult potraying a child (defined as under 18) where it is believeable that the character is under 18, illegal.

Rose in Titanic (that nude scene and sex scene) is 17 in the film. As it was pointed out, that law would have made the movie illegal and child porn.

Why not extend the program to cover videophones (we have them in Europe y'know) and multimedia messages. IM videochats too, why not. After all it's part of the GWOT and won't someone please think of the children!

You're not being paraniod. Just because they're putting the infrastructure in place to act against pedophiles doesn't mean you normal people won't be on the chopping block soon enough.

It's surprising how rare it is for people to realise this. You should really pat yourself on the back for coming to that conclusion.

My advice: If you're ever in a position to support a new tech, look at it from the view of a porn-addicted degenerate. If the new tech will make porn easier to come by, invest. Heavily.

That's exactly why I'm against these databases, turning over users surfing history, search results, etc. Interesting, that Google isn't chipping in on this one either. How would this technology be even slightly useful? There are so many ways of changing file hashes. The entire point is that one small change in the input is a big change on the hash... So change a single pixel. If you change the size too, well...
Never mind that lots of other (perfectly harmless) files could come up with the same hash, too. And you could just group a load together into an encrypted archive.
Complete waste of time and money, I recon, and whilst it's inevitably going to be misused later on to spy on what normal people get up to it's so useless that I don't imagine it'll actually be anything to worry about even then.

And I don't know where you're surfing for porn, Sinuhue, I've very rarely came across anything I found objectionable. I have reasonably conservative tastes there, too. :D
(Although the funniest thing I've ever seen was a midget sex gallery :D )

Child porn doesn't disgust me. Neither does animal porn or any other porn. Pretty much the only things that do disgust comes from the political sphere. That said I don't get my porn fixes from kiddie porn or animals since it isn't arousing.

And those databases...uh-uuh, bad idea. It's a slippery slope but since some nations have war on [whatever] it fits the times.
