Bush Signs EE on Private Property

Can anyone tell me if this:

has actual teeth, or is more an oversight provision? It's been a while since my last civics course, so I don't want to be too quick to decide. Either way, I say kudos to Pres. Bush for the effort, but of course more so if the Order gets results. The idea that local government can confiscate your land if they can get a better price for it from a developer is particularly repugnant to me, especially as one of the last holdouts living on affordable property in S. California.. :p

Its a federal backlash statement about Kelo vs New London on the 1st year anniversary of this screwed up decision I would think.

Yes, I know. I was interested in figuring what the effect of the EE would be given the Kelo decision.. I should've specified. ;)
