This is my answer in order to solve for the fact that the current immigration laws of the United States which target certain countries. In order to for this I propose that the U.S. allow for certain numbers of skilled persons to be allowed to gain a VISA every year. As well, I propose that illegal immigration dwelt with more quickly and that legal immigrants be allowed to gain citizenship in more ways such as allowing them to serve in a government job for so and so years, etc/

Here is what I propose the Immigration Factors to be:
North America (down to Panama): 450,000
Caribbean countries: 145,000
South America: 305,000
Western Europe: 325,000
Eastern Europe (Warsaw Pacts and Socialist countries): 360,000
Africa: 340,000
Oceania: 175,000
Middle East: 140,000
Asia: 360,000

Quotas aren't working...we need to just convince them that if they come legally and they get checked like immigrants are supposed to, they can stay. As for citizenship, this is sort of mean, but maybe military service could shorten it?

It would be illogical to allow their to be no maximum numbers of people enter the U.S. so in response I believe a max number of about one million for global immigration to the U.S. would be reasonable. As for the military service idea for the path to citizenship it does exist, but as such a scale may be burdensome.

Obviously you do not know anything about US immigration laws. First, the current immigration laws do not "target certain countries." Secondly, the US already has immigration quotas for skilled persons.

Secondly, the US already has immigration quotas for skilled persons.Actually, the U.S. targets immigration from less developed nations and by what I was implying for skilled laborers was for people to come from all regions of the world, including more developed nations. To add I wish to expand them so that ONLY skilled laborers be allowed to immigrant to the U.S.

The current immigration bill passed by the Senate and now in conference committee does expand the number of visas available for skilled people from all countries. There has been a shortage of engineers, scientists, etc. in the US for many years now. In fact, I did a paper on that subject while in my Masters program in the late 1990s.

Well, I do admit that I did not have knowledge of that built, but I do know that most bills do not even make it out of committees and make it onto the Floor. Yet, I do admit that this bill has a better chance due to it being a good thing to be used by Congress members to help them to reelected.
