I'm going to have to say Kazakhstan. This only on average though. I mean the tiny section of country where people actually live is really nice and interesting, but as but as the millions of sq kms where no one lives... well it all kinda sucks. There's the massive ecological damage that has happened to the Aral Sea, and there's also the huge sections of the desert where the USSR tested their nuclear weapons. So basically the western half of Kazakhstan is pretty horrible.
