If my sister signs up, and joins the U.N. with her country, is the system (powers that be, whatever) going to think that we're the same person cause we have the same ISP? And then will it delete both our countries? She has her own e-mail, but I'm wondering if the game takes ISP into account? Anyone know?

Yes, it will. You will have the same IP address, so only one of you can be in the UN. You can have as many nations as you like with the same IP address, but only one may be a UN member.
Firstly, this thread goes in gameplay.

if you dont have a static ip address, you could perhaps maybe get away with it if you disconnect then redial into your isp and make sure you are logged onto a different address than your sister was just using.
