Yeah, I'm not thinking it's Max either. There are several players I know who have the scripting ability and have been around sufficiently long enough to be the culprits.

I always imagined that it was actually an administrative thing dressed in a playful guise, rather than an entirely frivolous one. As to why they might need to check the ability of a nation to enter and exit all the regions and possibly gather data from them, that I don't know.
