You can have as many Nation States as you want, but don't use them to spam, troll, or flame in the forums or it's a bannable and deatable offense.
Um, I'm assuming you're asking what you can do with your second sentence. If so, you can roleplay in places like "International Incidents", or you can hang out in General forum.

Obviuosly, you have not been to "Internation Incidents" my freind. Go there to form alliances, trade, go to war, announce assassinations and such.
