US/EU Agreement Regarding Cellular Communications?

A pal in Sweden just mentioned to me that now "the US and EU have come to an agreement that US officials shall have rights to surveillance of european cellular communications". He says it was on his morning news.

Has anyone else found anything remotely related?

I think there might be something to it. Although it won't be general surveillance, probably more cases of international crime. I couldn't imagine some of the EU governments allowing the CIA or FBI general access, although after what the German secret service did in Iraq, it shouldn't really surprise me.
