I doubt many who make the analogy do so seriously. It's more a general "bush is an evil right wing loon bordering on dictatorship" sentiment that comes out in that expression.

On a somewhat related side note: I just finished an English paper in which I had to analyize the use of fear in Batman Begins. The prompt I was given had to deal with it being a reflection of modern society, so I ended up relating quotes in Batman to the use of fear tactics that Bush and Cheney used during the administration's term in office.

He has defaced the American Flag. He has said nothing while mutiple violations of flag code have been carried out durring, and even by, his administration. He has put the nation into a war that we can not win. BUT HE IS NOT A NAZI.
