Iraq worse off than Somalia?

Somalia's chaos has become almost synonymous with the idea of a failed state.
So it's interesting to see that Iraq is ranked lower than Somalia (http://www.foreignpolicy.com/story/cms.php?story_id=3420&page=1) in
Foreign Policy's "Failed States Index" (http://www.foreignpolicy.com/story/cms.php?story_id=3420).
Why am I not surprised?

My guess is I would be safer doing aid work or just hanging out in Somalia than Iraq.

Also you can buy protection in Somalia at a reasonable rate. In Iraq getting a safe ride from the airport to downtown Bagdad costs a fortune if you take the whiteman express, sorry, I mean private security contractor transportation.

Though I guess in those places you don't get dozens of people per day being found tortured to death with power drills. What was that about saving the country from a sadistic dictatorship? Oh yeah. We failed at the Freedom thing as well.

As much as I hat...love to say 'I told you so', I do believe I commented that Iraq seems to want a tyranical government. They allowed one to rise and now is voting one in. Let's face it, some countries just plum don't like democracy.
