Vincente Fox backed off from the drug decriminalization bill. He sent it back to the Mexican congress with instructions to make sure that possesion of drugs will remain a criminal offense. So did he fold under US pressure? Or maybe he didn't like the idea of letting drug dependence become a more wide spread problem in Mexico.

of course he folded. OR, he realized that a large mass of americans would begin immigrating into mexico...

since he had said he was going to sign it earlier, then 'changed his mind' after he had some form of meeting with u.s. officials, it's fairly safe to say the u.s. applied some form of pressure to get the result they wanted.
one can only hope that he didn't just fall for a promise by bush to veto any attempt to build a wall or make undocumented immigrants felons, and maybe to free up immigration instead. firstly because bush already held the capitalist approved less insane (though still shitty) position on the issue. and secondly because bush lies about everything, and therefore you cannot make deals with him that go against what he and his people already want to do.
