A Crown Point, Indiana guy has been mailing out cat-poop sandwiches to people. He's now barricaded himself in his house to avoid being arrested. Is mailing out cat-poop sandwiches actually illegal?

I dont think you're allowed to send people disgusting things like that in the mail- I remember something about a woman that send people dog shit with a nasty message.
This was also popular with fish too-sending someone a dead fish as a message.

Isnt there enough to deal with between junk mail, advertisments and then spaam in your email?
I dont need actual shit in the mail.

I cant imagine paying $20.00 or more to send someone shit. Be an adult-call them or meet them and tell them what you think, or keep it to yourself and let it go.

Well, if you sent it directly, they could probably sue. If you sent it through a company anonymously, you'd probably be OK. (not sure if that would hold up in court, but you'd assume the company wouldn't keep records. You'd have to check)

If I remember correctly, because it contains bacteria, it would have to have a bio hazard label on it. I know things going to the local HS science-biology teacher has to be labeled.

It's considered a biohazard, and as such, you can't send it through the mail (at least, not without a lot of cost and hassles with packaging, etc...).
