Well, if you sent it directly, they could probably sue. If you sent it through a company anonymously, you'd probably be OK. (not sure if that would hold up in court, but you'd assume the company wouldn't keep records. You'd have to check)

If I remember correctly, because it contains bacteria, it would have to have a bio hazard label on it. I know things going to the local HS science-biology teacher has to be labeled.

It's considered a biohazard, and as such, you can't send it through the mail (at least, not without a lot of cost and hassles with packaging, etc...).
Phbt, if he wants something that a cat produces that can be used for chemical warfare, he should take my cat Little Man's piss. That stench can kill all cows in a two mile radius. And it doesn't go away.
