Look at the bottom paragraph. By "vulnerable" it does mean physically as well. I mean, an incredibly weak nation, it's economy's gone to crap, it's military's gone to crap, why not attack it?

Well here are the 12 chriteria they were ranked on


# mounting demographic pressures

# massive movement of refugees and internally displaced peoples

# legacy of vengeance - seeking group grievance

# chronic and sustained human flight

# uneven economic development along group lines

# sharp and/or severe economic decline

# criminalisation and delegitimisation of the state

# progressive deterioration of public services

# widespread violation of human rights

# security apparatus as "state within a state"

# rise of factionalised elites

# intervention of other states or external actors

While they may have a weak millitary with thoes chriteria it is no where near guaronteed ...

The only one that directly shows millitary might is the last one ... intervention by external actors but if they score low on all the others ...

What? You mean Bush was lying with that talk about it's wrong for a dictator to kill his own people? You mean we aren't going to correct this?

There will probably be another study after all the killing is done.

I don't think Sudan has anything to offer on an economic basis, so I think it's very unlikely that the US will 'liberate' Sudan anytime soon, if ever. It's the same with North Korea: ever heard of the North Korean oil field? No, so although it's a threat, chances of any attack will be around 0%.

Nigeria exported a total of 198 million barrels of crude oil between January and March 1, 2006, amounting to an income of about $11.9 billion (N1.52 trillion), boosted by high oil prices in the international market.

Also, two more oil blocks have been added to the 14 acreage that will be on offer at a mini bid round planned for next month, as the Federal Government moves to secure more investors for the country’s downstream petroleum sector.

Speaking in Lagos at the first quarterly media briefing on the transformation of the department, the Director, DPR, Mr. Tony Chukwueke, said the department successfully cleared 225 shipments for crude exports during the period in review, granted Approval to Construct (ATCs) to four private depots, while three existing depots were granted facility to increase their capacity.

Chukwueke revealed that more investors had already indicated their interest in preliminary discussions with the Minister of State for Petroleum, Dr Edmund Daukoru, to establish more downstream energy projects.

Why not attack it? Because China, the worlds next superpower, is Sudan's biggest export partner (taking almost 70% of its exports) and it's biggest importer.

Why would the might USA want to ruffle the feathers of China--it's next big competitor on the world stage--unneccessarily over a failed state?

What purpose would attacking it fill, other than creating undue conflict between these to competing nations?

They're exporting half a million barrels a day less than before due to unrest (that's out of a total of 2.5 million before the drop). Fairly damn curtailed, even if record prices are making them muchos moolah.
