In one versin of Superman's history, he arrived on Earth in a 'birthing chamber' and came to term in an artificialwomb before being 'born'. That would make him an American Citizen.

Second, since his home was destroyed, that would make him technically a refugee.

I never heard that verson, but then again I quit reading Superman comic books in the late 60's.
