Was having an argument with someone about the merits of Clinton as a President, and they (an American) claimed he'd ruined the future economy of the US by allowing companies to pay their 401k taxes earlier. Borrowing from the future was the term they used.

Being Welsh and hence lacking infinite knowledge of the American tax system I didn't have a clue what they were talking about.

In short, did they have a point or where they talking the proverbial bovine excrement.

Yes and no. He pursued free trade agreements and restored fiscal discipline to the economy, which were very good things. He also was influential in the shaping of the WTO as a major arbiter of international economic disputes and appointed competent advisors and department heads to his cabinent.

Al Gore deserves huge credit for the Telecommunications Act of 1996 and the High-Speed Computing act of 1990, which helped build the modern Internet and were directly responsible for the creation of hundreds of thousands of tech jobs.

At the same time, he also failed to pursue a meaningful energy strategy, income inequality grew rapidly, and there was a lot of corruption stemming from the rapid rise of the stock market and the speculative bubble of the late 1990's.
