The Elections Act - 2006

An act to improve the election process

Preamble

WHEREAS the current election process does not ensure fairness and smoothness, and often caused disputes.

WHEREAS the current Puppet Vote Ban Act failed to prevent puppet voting, causing unpromising election results.

WITH THE ADVICE AND CONSENT of the NationStates General Parliament, enacts as follows:

Repeal

The Puppet Vote Ban Act - 2005, is repealed

The creation of the NationStates Elections Commission

- This is a non-partisan government organisation.
- Consist of the chief and six other members.
- The chief and members of the commission must be non-partisan.
- Responsible for voters registration, maintain voters list, maintian election results, operate election polls and voting booths, and election monitoring.

Changes to the election procedural rules

- Elections occur every 90-95 days and must be declared by the chief of the elections commission.
- Elections maybe declared earlier if the vote of no-confidence is passed by the parliament.
- Polls will be opened 14-30 days after declaration.
- Voters must register to vote.
- Voter's registration numbers must be issued to registered voters by the commission.
- Only registered voters on the voters list are allowed to vote.
- The NationStates Elections Commission will use the "PM Ballot System" (http://forums.jolt.co.uk/showpost.php?p=10723099&postcount=61) as a standard voting method.
- Time frames will be specified by the commission.
- Polls will remain open for 3 days.
- Results must be verified by the elections commission.

Political Parties

- There will be no proposed changes and will be left as is.

This is a final phase where MPs approve the third reading of the legislation. This bill will become law if passed.

This will result in only voting by members of the individual parties. Most NS Generalites will probably not register, keep their number, and then go off-site to vote.

I vote nay; while I agree with the ends, it is the red tape of the means which I disagree with.

i still disagree with voter registration, myself. i support my ballot system (obviously) and believe that will help weed out puppet voting (bar by the most determined and technically able), and agree to the ends... but registration will put people off i think (and lead to an awful lot of work for the elections commission (the formation of which i do definatley support))

but it doesn't matter anyway as i'm not an MP any more :p

I'm torn. The ideal is sound, I agree. However, the process of voter registration will slow the process and exclude the more apathetic voters out there, not to mention the constant influx of new members and loss of old ones. However, for now I cannot think of a better system personally, so I'm gonna vote it through. Plus, I'll be voting with my party.
