Im a fan of Deterrence once the purpotraitor is past say, 23.
Before this im a fan of rehab.

Benefits of rehab
Low upkeep for cells
Reeducates (in theory) and makes the individual good

I have a similar belief to yours. I say if they haven't learned their lesson before 21, they're dne for, and we should just put 'em in jail. (Or kill for murder/rape/etc.)
