Who should own the moon?

Eventually, the moon will be a resource. Real estate, minerals, metals, moon rock, ect will be mined and developed. But who should initially own the moon? If I want to buy land on the moon for a house, who should I have to pay for it?

The US should own it and allow it's enemies to live there rent-free as a peacefull gesture.

What's been done before when new territory is settled? It's going to be claimed and owned by the first settlers, isn't it? It'd be interesting to homestead on the Moon.

I just took a look at that link and did some quickie research on some of the Lunar Embassy's claims. Interestingly enough, the Moon Treaty of 1984 states that only governmental organizations can own extra-planetary property. So technically, the L-E cannot buy or sell any parcels on the Moon, Mars, wherever.
I am puzzled as to how the UN could expect to have the right to say ANYTHING about who owns what and where off Earth?!

I think that moon is a bit of a spy. Yes I do.
There was a moon like that on the summer of my sixteenth year. Some say I was sixteen but *sigh* I don't know. And there was a girl, too; her name was Marie.
At night together we would walk down by the sea and oh my god if you could see the body on this woman. The way at night her long legs would stick into the moist night sand like God's own barge poles, you know.
And I longed to tell her the feeling I had in my heart for her... but the words would not come, they would not come through my spotty adolescent face, they would not come through my angry hair or my sweaty feet or any other part on this body that I now call... a man.
So the words je t'aime were never passed between us... but the moon, yes, that moon spied on us.

I think that whoever expends the resources to go there should have a claim on the bit the go to. If someone spends billions of dollars getting there and setting things up, no freeloaders should be able to squat there. But the big spenders cant claim the bits they arent using. If you mine/colonise 50 square kilometres, you cant say you own bits outside your area of control.

By planting the US flag on the moon I figure it belongs to the US. I like the idea of a penal colony as someone suggested earlier in the post. No way of escaping for sure.... BTW I do own 4k acres on the moon by way of the lunar embassy. Since now they are selling it as acre plots I figure I have made a small fortune.... ;) Now where do I cash this in at???

It is the lunarembassy that is selling them legally by there account. Anyway they made a claim and sent letters to the US, USSR and UN and had no one challenge them about 20 or so years ago. Apparently that is the legal way to "claim" something. Do not know for sure what rights they have. But they do have a part of the web site discussing this in detail.
