How do I set up a network of people?

Alright, this may sound a bit weird but anyway.....

I want to set up a network of people across my city (I live in England btw). It would basically be a kind of "crimewatch" organisation. I know there are already Community Wardens, but they seem to have very limited powers. The organisation I want to set up:


Would use two-way radios to communicate with each other
Would look out for signs of trouble, eg. attacks on people or known criminals, etc.
Would gather together at the scene of any incident
In the case of known criminals, would place themselves at strategic points so that the criminal can be monitored by more than one person, the monitoring being passed onto each person (eg. FOXTROT FOUR is following Criminal A. He/she speaks into his/her radio: "FOXTROT SEVEN, HE'S COMING YOUR WAY" [pause] "FOXTROT SEVEN, DO YOU HAVE VISUAL YET?" As soon as Foxtrot Seven confirms she/he has visual, she/he follows Criminal A and Foxtrot Four stops following), helping to avoid the criminal discovering the person following him
Would intervene in attack situations, using words only at first (which, depending on the amount of people present who are in the scheme, could stop attacks on its own) or use force if necessary, whilst trying to stay within the limits of the law


There would be an online website with details of the scheme and of when to ask for assistance (and how to), so that people would be able to use the system to the same standard. General self-defence info would be posted on the website. There would be a message board on the website.

The network of people would mostly operate undercover. They wouldn't use weapons.

I'm fine with making websites, but does anyone have any idea how to start up a scheme like this?

oh yeh forgot to mention, would be cool if this eventually spread across the world (obviously would have to use something else instead of radio though, due to the range limit on radios)

I think its probably best that you don't....

If you are interested in helping the community, why not find out about becoming a policeman or a special constable...

Running about the city talking on radios whilst following criminals is not the best idea....

Don't most countries have something like this already. What are they called again? Oh ya. Police Forces :rolleyes: . You can try and join one, but they won't wan't you bringing around your night vision goggles on duty.

yeh but they are often rubbish and if you join you gotta give loadsa DNA and stuff, which will most probably be used for bad purposes. Call me daft, but I don't trust the police. Especially when I see stuff like "police took 5 hours on 999 call" (999 being the UK's Emergency Services number)

well it's not that much different from the "Guardian Angels" scheme... just more advanced, and more undercover. Kinda like spiderman maybe? :) Or ninjas... hopefully most would be trained in some sorta Martial Art.

We wouldn't harass them. And it would only be known criminals - ie. convicted ones who have been convicted for something like assault and battery or more serious crimes. And we would only confront them if they attacked anyone.

and various facts from your Blog lead to this conclusion. The other possibilities are Manchester - which just makes you megalomaniac as well as psychotic, or Southampton in which case you ought to deal with the MP anyway.

What kind of 'bad' things do you think the police are going to do with your DNA? In all seriousness you can't actually be thinking of starting a vigilante group to follow convicted criminals around, just in case they do something? What kind of person has that much time to waste?

I don't drink (usually). As for attracting the opposite sex, I can still manage that - I'm very good at managing my time....

Mary on Mondays, Tara on Tuesdays, Wendy on Wednesdays.... :)

I don't think that a criminal record justifies you stalking them. If you do stalk them, they should have you arrested and put in jail.

Your scheme is one of the sillier things I have heard around here recently.

So what is your super group of uni students going to do if not stalk convicted criminals? Meet weekly and discuss how to waste your time in the least constructive way?

EXACTLY!

Nah, we would just lookout for attacks and use the radios to get assistance when required, then intervene - kinda like Community Wardens, but more advanced, plus if there was enough people, we could work at nights too :D

Vigilantism, how wonderful. So you are going to wander around with a radio in case somebody gets attacked? When you get charged with assault, please trade your phone call for a few minutes on the net and tell us. :)

Isn't there any laws against stalking, or privacy laws, or something, to prevent this kinda stuff?

Offer applicants tight fitting uniforms, shiny stun guns, a wealth of nifty comm devices to choose from, an elaborate conspiracy theory about your police force or government, and a well-developed lingo which allows them to blurt out uselessly encrypted imperatives or requests such as
"FOXTROT SEVEN, HE'S COMING YOUR WAY" [pause] "FOXTROT SEVEN, DO YOU HAVE VISUAL YET?"
Then all you'd need is a logo showing your cool sounding group acronym and stars for dots.

As for the intervening, it would be within the limits of the law.

As for the uselessly encrypted comment, it would be to distinguish us from other people who may occassionally manage to interfere on whatever channel we're using (I have two-way radios at the moment and occassionally get people interfering when they are used, though they are only 8-channel ones)
