So my friend did an IP search on http://www.dnsstuff.com/ with my IP and this is what she got:

Country: United States
City: Denver, Colorado
....
I live in PA..
Last time I checked.. PA is far from Denver.
Go there and see if it gives you your correct location.
Apparently I'm in the UK. Not too far off, I am on the east side of Ireland.
At least, people have heard of the places you live in. Hey, America, is the capital of Romania Bucharest or Budapest? Perhaps this time you'll get it right.

10.247.97.31 is a private and unknown. Whereas 213.48.73.94 is identified as originating from the UK, and the whois, correctly identitifies it as being a University of Birmingham server.
edit: Oh, I know what's going on... I think... 10.247.97.31 is an internal IP assigned to me by the university's DHCP server. 213.48.73.94 is probably the main University server that all my traffic gets routed through.

I got my edit in 2 minutes before your reply. Thanks anyway.
This is probably why I had to get a friend to act as proxy so I can get on IRC. The server blocks all activity not on the html or ftp ports. So according to my Proxy server I live in Rochester, NY, USA.
